HR Business Partner/Grant Compliance Officer

JOB SUMMARY:  Perform cross-functional duties for Human Resources and Administrative Support to the Administration Department.

SALARY RANGE: $25-$29 hourly

ESSENTIAL FUNCTIONS:

1. Plan and coordinate the organization’s workforce to best use employees’ talents, oversee recruitment, interviews, selection, and hiring.
2. Administer and oversee employee benefit programs and workers comp programs.
3. Coordinate new hire orientation, training sessions, and tracks to ensure compliance.
4. Advise management on human resources issues, such as equal employment opportunity and sexual harassment.
5. Produce and submit reports on general HR activities.
6. Oversee and review all government contracts and ensure all are consistently aligned to ensure grant compliance and program budget throughout the grant/fund period and serve as the internal expert.
7. Work with program staff, identify potential areas of compliance risk factors, remain abreast of compliance changes, and communicate with staff concerning policies, procedures, and updates.
8. Provide compliance update reports to senior management and develop effective compliance training workshops.
9. Design and execute monitoring processes, file audits maintain documentation of all contracts and grants in collaboration with the program, philanthropy, and business staff.
10. Write new and updated standard operations procedures as required, to ensure compliance with government grants.

EDUCATION:
Required and preferred: • Bachelor’s degree in Business or another related field and 2 years of experience as a Human Resources generalist (preferred) Or 5 years of experience as a Human Resources Generalist. • Full understanding of HR functions and best practices • Experience with business development, federal grant funding, or non-profit work preferred. • Highly computer literate with capability in email, MS Office, and related business and communication tools. • Valid California driver’s license/minimum vehicle insurance required by law and maintained throughout employment.
• Certificate in SHRM (preferred)

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
• Working indoors
• Standing/Walking (70%)
Moderate noise level- from within the building office
• Near vision-The ability to see details at close range (within a few feet of the observer) as required for business software, and operating office machines.
• Hearing-must be able to hear telephonic equipment and comfortably communicate with others by telephone and in person.
• Minimum lifting requirements of up to 25 pounds.
